1) Неудачная попытка Ф. Д. Рузвельта [Roosevelt, Theodore (Teddy)] в 1937 ввести в состав Верховного суда [Supreme Court, U.S.] дополнительных судей, которые поддерживали бы законодательство "Нового курса" [New Deal]. Рузвельт попросил Конгресс одобрить его предложение о расширении состава суда и прибавить к каждому судье старше 70 лет еще одного судью (это позволило бы ему ввести в состав суда 6 новых членов, и таким образом, суд состоял бы из 15 человек). Конгресс не поддержал предложение, но вопрос вскоре отпал сам по себе, так как суд неожиданно стал одобрять новые законы. Эта перемена вошла в историю как "смена вех, спасшая девятку" ["the switch in time that saved nine"]
2) Комплектование суда судьями, от которых ожидается, что в случае их избрания или назначения они будут действовать в интересах лиц или партий, которые способствовали их избранию или назначению. Обвинение в "утрамбовке суда", в частности Верховного суда, адресуется чаще всего президентам [President, U.S.], например, Р. Рейгану [Reagan, Ronald Wilson], которого упрекали в идеологическом "тестировании" кандидатов на судейские должности
